BY MR. TOUCHTON: I'd like to just say, with no reflection on Gary, the
planning board or anyone else, when this issue first came up, I looked at
the zoning ordinances, and as Phil has stated, he helped put them together
and I helped put together the ones in 1976. I was on the board at that
time. And the planning board has done an excellent job for the city
and Gary Ward has too. I don't mean any reflection on him. I
just happen to disagree with him on this interpretation, and that's what
we're talking about, is an interpretation. And I do not believe that
this particular structure is an accessory building nor is it intended to be
covered by the ordinance that we have on file.
